The Montenegro citizenship by investment programme was launched in 2019. Applicants can apply by investing in one of several government approved real estate development projects. The investment element ranges from €250,000 in the northern and central region to €450,000 in the coastal region. An additional government donation of €100,000 is required, plus application and due diligence fees.
Montenegrin citizenship by investment and a second passport from a European nation is an attractive option for many of our clients. However, it must be noted that Montenegro is not part of the EU yet, it is an official EU candidate. Montenegrin passport holders currently enjoy visa-free travel to over 137 destinations worldwide.
Montenegro is expected to join EU before 2025.

Application process
The main applicant can include their spouse and dependent children up to the age of 18 years old under one family application. Applicants must have a clean criminal record, hold a valid passport or travel document and provide proof of the source of their funds. There is no minimum stay requirement and the application only takes an average of 3 months to be processed.

Residence permit

Any individual who intends to stay and work in Montenegro for a period longer than three months has to obtain a residence permit. It is relatively easy to obtain Montenegro residency but there are a few critical steps that must be followed. Our team will gladly help you to go through the process to become a resident. With our assistance Montenegro residence and work permit can be obtained in 21 days, it is valid for one year and must be renewed every year.

Permanent residence
A permanent residence may be granted to a foreigner who up to the date of the application resided in Montenegro for five years continuously based upon the permit for temporary stay.
